He was Magistrate and assistant for the Council of State.  He had a Politic Science´s and Administrative Law´s Degree of the University of Paris.  He was also Professor at the Javeriana University at Bogota.  The degree in Administrative Law was the one that involved him in the political environment.

In the year 2005, a video was found in the  house of the currently condemned Colonel Alfonso Plazas Vega´s, in  which it can be corroborated that Carlos Oracio Urán exit the Palace of Justice harmed but alive after the Siege.   With this,  the Investigation of irregularities began, and it was concluded that Carlos Oracio was not killed inside the Palace during the Siege.  He was murdered by a direct shot in the head with a 9mm pistol or automatic gun, which the M19 did not use.  Also,  years later his wallet was found in a Militant Garrison (B2), the Intelligence Brigade at Bogotá, standing out that there are several irregularities made by the Army and that were hidden.  It is also strange that the body of him was found in the Legal Medicine Institute without his Identification 48 hours after the Siege and years after, his identification was found in a Militant Garrison.
